my teacup poodles (teddy bears) don't usually make loud noises
unless there are guests coming to visit my place.  however it can be really
embarrassing for me as the owner when i take my teddy bear to
important events with he/she behaving in such an inappropriate way.

how do i change this barking behaviour of his/hers?

Teacup Poodle (Teddy Bear)
Guideline 37:
Nervousness

some teacup poodles are friendly to other dogs/animals but
it's not the case anymore when it comes to strangers (especially humans),
not only that they make scary warning roars at them but also
reject any physical contacts with those people, which can sometimes put
the owner in quite an embarrassing situation if such behaviour persists.

there are two possible reasons contributed to the problem.
let's find out more:

firstly, some teacup poodles are biologically born with a more
territorial and defensive personality for them to behave in such way
when they grow up;
secondly, a teacup poodle's barking behaviour can be
a sign of insufficient positive social interactions with the human society
(lacks of civilisation) during their growth.

take away biological factors and influences, it's possible to reduce
the sensitivity of teacup poodles as long as the owners is willing to
provide their baby teddy bears a healthy and friendly socially
interactive environment for them to start building active
and trusting relationships with humans/strangers at ___?___ (age).
on the other hand, as for adult teddy bears, owners can still try to slowly
introduce them to friendly strangers and that it's ok to relax themselves
even at the presence of  people they are not so familiar with.

if the condition of your teacup poodles is a lot worse than
barking at strangers (ie. biting, chasing, etc), don't forget to
